The Government of Canada spends an average of $7 billion annually on professional services procured from federal departments and agencies to help deliver programs and services to Canadians. The government is committed to obtaining the best possible value through procurement and advancing important social and economic objectives. Global Advantage Consulting Group is qualified to provide services and fixed-price solutions to the Government of Canada through these procurement methods.

Professional Services

  • ProServices is a mandatory method of supply for professional services requirements below the CKFTA threshold in Canada.  It uses business rules based on the Professional Services National Procurement Strategy, allowing clients to solicit bids from pre-qualified suppliers for specific requirements.
  • The maximum value of any ProServices requirement must not exceed the CKFTA threshold
  • Minimum 2 pre-qualified suppliers invited to bid
  • Minimum 5 days calendar days to respond to the RFP and submit a proposal
  • Global Advantage Consulting – SA (E60ZT-180026/229/ZT)
  • Global Advantage Consulting is qualified under all categories in Stream 9: Business Consulting/Change management

Task and Solutions Professional services (Task-based)

  •  The method of supply for Task and Solutions Professional Services (TSPS) is for the provision of Non-Informatics Professional Services. This procurement avenue is for specific work assignments that require 1 or more consultants to complete tasks that:
    • involve a specific start and end date and focus on set deliverables
    • are smaller projects, although they may be subsets of a larger project
    • may require highly specialized work that requires a rare or unique skill or knowledge for a short period of time
  • Tier 1: Requirements whose value is equal to or greater than the Canada-Korea Free Trade Agreement (CKFTA) threshold up to and including $3.75 million: client or PWGSC.
    • Requirements whose value is equal to or greater than the Canada-Korea Free Trade Agreement Threshold (applicable taxes included)
      • Minimum 15 pre-qualified suppliers invited to bid
      • Minimum 15 calendar days to submit their bid
  • Requirements at or below CAFTA threshold must use ProServices
  • Global Advantage Consulting – SA (E60ZT-18TSPS/129/ZT)
  • Global Advantage Consulting is qualified under all categories in Steam 2: Business Consulting / Change Management Stream

Task and Solutions Professional services (Solution-based)

  •  The method of supply for Task and Solutions Professional Services (TSPS) is for the provision of Non-Informatics Professional Services. This procurement avenue is for when requirements are not related to 1 or more specific tasks.
    • for services provided in response to situations where federal departments are unable to resolve a business problem and require a solution from a supplier as to how to resolve this business problem from start to finish. The supplier would be expected to:
      • determine the team composition and provide a complete solution to this business problem
      • manage the overall solution and accept responsibility for the outcome
  • Tier 1:Requirements up to and including $3.75 million: client or PWGSC.
    • Requirements valued below $40,000 (applicable taxes included)
      • Clients may direct a contract to a qualified supplier who appears on the centralized professional services system (CPSS) search results, in accordance with the government contracts regulations
    • Requirements valued below the Canada-Korea Free Trade Agreement threshold (applicable taxes included)
      • Minimum 2 pre-qualified suppliers invited to bid
      • Minimum 5 calendar days to submit their bid
    • Requirements valued at or above the Canada-Korea Free Trade Agreement (applicable taxes included)
      • Minimum 15 pre-qualified suppliers invited to bid
      • Minimum 15 calendar days to submit their bid
  • Global Advantage Consulting – SA E60ZT-16TSSB/216/ZT
  • Global Advantage Consulting is qualified under all categories in Steam 2: Business Consulting / Change Management Stream
