There was cheering and excitement in the Global Advantage (GA) office last week when Canada’s Finance Minister, Bill Morneau, announced that the government will table its next budget March 19, 2019. With this date in mind, GA is beginning preparations for the update of our Federal S&T/Innovation Ecosystem Map and the scheduling of our Budget 2019 Briefings.

This year’s Budget is set to have a strong focus on competitiveness, skills, innovation, and trade diversification, with the potential for both positive and negative business impacts for GA’s clients.

Global Advantage is anticipating:

  • The response to the reports of the six Economic Strategy Tables (Advanced Manufacturing, Agri-food, Health Bio-Sciences, Clean Technology, Digital Industries and Clean Resources) with emphasis on competitiveness, access to technology, and the imperative to develop talent for the emerging economy.
  • The expansion plans for Canada’s newly operational Superclusters (under the $950M approved for Ocean Sciences, AI, Advanced Manufacturing, Protein Innovation, and Digital Technologies).
  • The implementation and integration of over 100 federal business support programs (as recommended by the TBS Horizontal Review), which will impact the way the federal government supports innovation and growth in key industries and small businesses.
  • New Trade Strategy (new funding of $360M was provided to Global Affairs Canada in the Fall Update) to diversify exports from the US.
  • The federal response to the Digital Economy Consultations, furthering Cybersecurity implementation and AI expansion initiatives.

This Budget is the last before the October general election; it is the last chance for the Government to make large changes as they establish a policy agenda and platform for the forthcoming election. As a result, Budget 2019 will contain both risks and opportunities to be managed.
