Tim Norris has built a career that bridges architecture, law, politics, and public service, giving him a unique vantage point on how Canada’s institutions function. His professional journey began with a diploma in architectural technology, expanded into political science and philosophy, and culminated with a law degree. After practicing law in Alberta, he moved to Ottawa, where he served both as a political advisor and as a senior public servant. This dual perspective, operating at the intersection of politics and administration, allowed him to see how ideas are conceived at the political level and then translated into programs within the machinery of government. Now retired from the public service, Tim continues to share his expertise through consulting and advisory roles.

“I spent basically 40 years in Ottawa doing both sides of government, which gives me sort of a rare look at things.”

What are your areas of expertise, and which emerging trends are you watching closely?

Tim identifies two main areas of focus: strategic planning & project delivery, and natural resources. These, he says, combine his architectural mindset for structure and his political experience in navigating complexity. Over the past 15 years, he has specialized in energy efficiency and natural resources policy, working closely with Natural Resources Canada across forestry, mining, energy, and geography. He emphasizes energy efficiency as one of Canada’s most pressing challenges, central to carbon reduction and economic competitiveness, even if it has recently lost attention compared to tariff disputes and geopolitical issues.

Looking to the future, he sees artificial intelligence as the most disruptive force. AI has the potential to dramatically accelerate government planning, but it also raises fundamental questions about human judgment and decision-making.

“The big challenge at the highest level is going to be artificial intelligence… AI is going to absolutely flip the government upside down, and smart people are still going to be needed to make sure that we are delivering important strategic plans.”

When we think about AI in the natural resources context, what role should humans play?

Tim is clear that while AI can generate plans and strategies with unprecedented speed, it cannot replace the human role in policymaking. Machines can synthesize data and produce outputs, but they cannot weigh values, assess what is best for Canadians, or set the priorities that shape a nation. For him, the role of humans is to challenge, refine, and direct AI outputs, ensuring that technology remains a tool rather than a driver of public policy. He draws a distinction between politics and policy, emphasizing that while politics holds the power to make change, policy is where ideas are tested for their value to society. That distinction must not be lost in an AI-driven world.

“AI doesn’t do policy. It doesn’t do the thinking of what’s really most important for humans or organizations… In some ways, the human side becomes a mirror of what is the big picture and where we fit.”

What is Canada’s status with U.S. tariffs, and how are we doing in terms of energy policy?

Canada remains a leading supplier of essential natural resources to the world, oil, gas, coal, metals, minerals, and wood products. Yet, Tim argues, the country has failed to fully leverage this advantage into broader innovation and value-added industries. Tim sees Canada’s historic and successful reliance on natural resources as a foundation for future growth. He believes the next wave must focus on innovation in high-tech resource technologies and Canadian niche strengths, including the north, rare and critical minerals, the offshore, and clean oil sands. These should drive the next generation of Canada’s resource success.

At the same time, U.S. tariffs have created a moment of reckoning. Under former President Trump, protectionist policies forced Canada to confront its dependence on the American market. Prime Minister Mark Carney, Tim observes, is responding by encouraging Canada to stand on its own, diversify trade relationships, and rebuild economic capacity.

“Canada produces an awful lot of materials the world needs… Innovation has suffered in Canada because we’re lacking a national vision of where we need to go as a nation.”

Has Canada begun to diversify its energy outputs to other countries?

Tim is candid: Canada has been slow to act and should have started this process years ago. Opportunities to export liquefied natural gas to Asia, where demand in countries like Japan, India, and the Philippines was strong, were missed due to infrastructure bottlenecks and the ease of selling into the U.S. market. Now, as the global energy transition accelerates, Canada faces the challenge of seizing what time remains. Tim believes that in the next 20 years, hydrocarbons will still play a role in the global economy, and Canada, with some of the cleanest carbon energy available, can help countries move away from coal while innovating toward a low-carbon future. He sees Carney’s government moving in this direction, prioritizing east-west pipelines and broader international energy partnerships.

“Canada should have been on this path 15 years ago… For the next 20 years hydrocarbons will still be needed, and Canada should be at the forefront of innovating in those areas.”

How do you see innovation ecosystems evolving over the next three to five years in energy and natural resources?

Tim believes Canada’s innovation ecosystem is spread too thin. Rather than chasing every possible opportunity, he argues that the country should concentrate on niche areas where it has unique strengths, such as cold-climate technologies, resource extraction, and energy efficiency. He points to mining as an area where Canada already leads globally, with Toronto serving as the world’s hub for mining finance, driving engineering and technological advancements around sustainability and efficiency. To him, the real task is aligning innovation with national priorities. Canada has talent and expertise, but without focus and coordination, efforts remain fragmented. He believes ecosystem mapping and strategic planning, core to Global Advantage’s work, are critical tools for helping Canada identify strengths, gaps, and opportunities.

“Right now, it’s 100 points in all directions… Canada needs to focus on things that they have a niche area where they’re very good at converting Canada’s God-given advantages in natural resources, into new unique innovation ecosystems that will use our resource abundance to serve human beings first.”

Apart from government, how can private, academic, and nonprofit stakeholders contribute?

Tim stresses that solving Canada’s challenges requires collaboration across sectors. He recalls examples where government successfully convened the private sector, facilitating benchmarking and knowledge-sharing across industries. Such efforts demonstrated how coordinated approaches could unlock efficiency gains and spread innovation. He argues for a renewed commitment to shared roadmaps that align universities, granting councils, private firms, and governments. Currently, too much excellent research and analysis goes unused, sitting on shelves rather than informing collective action. Collaboration and alignment, he insists, are the missing ingredients.

“The biggest thing Canada could do is map a collaboration where we get a shared roadmap and aligned goals, and then get all the researchers working in that area.”

Do you believe Canada’s natural resources efforts are siloed?

Yes, says Tim, and the problem is structural, it extends across and within government. Even within Natural Resources Canada, forestry experts often operate separately from energy or oil and gas counterparts. Canada once had industry strategies coordinated by Industry Canada, but these were abandoned, leaving departments focused on science and technology without overarching policy direction.

Tim believes that while central planning should not be heavy-handed, Canada would benefit from strategic frameworks, five-year plans or national strategies, to provide direction. Without them, the country risks spreading its efforts too thin and losing competitiveness.

“Even within Natural Resources Canada, the forestry people don’t talk to the energy people… Canada has dropped policy in a lot of sectors, and a point in every direction is no point at all.”

Despite the challenges, Tim remains hopeful. He highlights energy efficiency as one of Canada’s greatest strengths, rooted in the country’s geography and climate, and calls for renewed commitment to collaboration, innovation, and strategy. If Canada can better align its stakeholders and policies, it has the potential to not only meet domestic needs but also re-establish itself as a leader on the global stage.

“It’s a great time to have a re-look at Canada’s economy and trade systems… Energy efficiency is one of our massive strengths, not just in supplies, but in the solutions we develop for our unique climate.”
